Christopher D. (Chris) Balch
Balch Law Group

Christopher D. (Chris) Balch is the go-to crisis response lawyer for cities and counties in Georgia as well as the city attorney in Brookhaven, Georgia. He has assisted clients with determining an appropriate course of action for out-of-control elected officials, employees whose conduct and misconduct ends up on CNN, Fox News, or MSNBC, and employees and supervisors who create a hostile work environment and undertake retaliatory acts. In addition, he represents cities and counties throughout Georgia in litigation related to city operations and 42 U.S.C. § 1983. A veteran of the United States Marine Corps, Balch is uniquely qualified to assist local governments and their lawyers in navigating the extraordinary challenges presented by the present general distrust of all levels of government.


Karen M. Blum
Suffolk University Law School

Karen M. Blum is a Professor Emerita and research professor of law at Suffolk University Law School where she taught for forty-three years in the areas of Federal Courts, Police Misconduct Litigation, and Civil Procedure. She received her B.A. from Wells College, a J.D. from Suffolk University Law School, and an LL. M. from Harvard Law School. Professor Blum has been a regular faculty participant in Section 1983 Civil Rights Programs and Institutes throughout the United States. Since 1990, she has served as a faculty member for workshops sponsored by the Federal Judicial Center for Federal District Court and Federal Magistrate Judges. She has authored numerous articles in the Section 1983 area, including a piece entitled Qualified Immunity: Time to Change the Message, 93 Notre Dame L. Rev. 1887 (2018). She is co-author, along with Michael Avery, David Rudovsky, and Jennifer Laurin of the treatise POLICE MISCONDUCT: LAW AND LITIGATION.

Adam has been a senior advisor on over a thousand cases covering the range of civil and white-collar criminal claims in venues across the United States


Melissa S. Caldwell, PhD, CCHP-MH

Melissa S. Caldwell, PhD, CCHP-MH holds a doctorate in Clinical/Community Psychology with specialization in Development and the Law. She is a Certified Correctional Healthcare Professional with mental health speciality by the National Commission on Correctional Health Care, recognizing professionalism and excellence in the industry. She has 25 years' experience working with correctional-forensic populations – as a researcher and practitioner in hospitals, prisons, and detention facilities. She is frequently requested as a speaker on the state and national level and serves on several committees to improve the quality of care among incarcerated persons and among the officers entrusted to manage them.


Anthony "Tony" Chapa
Hispanic American Police Command Officers Association (HAPCOA)

Anthony "Tony" Chapa has served as the Executive Director of the Hispanic American Police Command Officers Association (HAPCOA) for the past ten years. In his role as HAPCOA's Executive Director, he serves as an internationally recognized spokesperson on law enforcement issues related to community relations, building community trust, diversity in law enforcement and 21st Century Policing. He has been called upon by CNN, CNN Espanol, Univision, Telemundo NBC, the Associated Press, National Public Radio and a host of print news outlets to provide commentary on the future of policing. Tony has also been invited to participate in roundtable discussions on related topics presented within the White House, the Department of Justice, the Department of Homeland Security and the Congressional Hispanic Caucus Institute.


Jay Dardenne
Louisiana Division of Administration

Jay Dardenne is Louisiana's Commissioner of Administration, the state's chief operating officer. He was elected twice as Louisiana's lieutenant governor and previously served four years as secretary of state, 15 years as a state senator and three years as a Baton Rouge Metro Councilman. He chaired the Senate Finance Committee and, in 2003, was named National Republican Legislator of the Year. Dardenne conducts many special presentations about Louisiana, including Why Louisiana Ain't Mississippi, a lively and colorful look at the state's culture, history, music, literature and politics.


Chris Dobbins

Chris Dobbins is the owner and operator of Chris Dobbins, LLC, consulting company focused on Leadership, Public Health, Law Enforcement and Social Equity. He served seven years as Gaston County's Health & Human Services Director. Also served two years as the Director and five years as Assistant Director for the Gaston County Health Department. Prior to that, he served 22 years in the U.S. Air Force, retiring from active duty in 2004. He holds a Master of Public Health degree from the University of North Carolina at Chapel Hill, a Bachelor of Science degree in Management of Human Resources from Colorado Christian University and an Associates degree in Criminal Justice from the Community College of the Air Force. Chris was recognized as the North Carolina Public Health Director of the year in 2017 by the North Carolina Health Directors Association.


Thomas H. (Tom) Dupree, Jr.
Gibson Dunn & Crutcher LLP

Thomas H. (Tom) Dupree, Jr. is Co-Partner-in-Charge of the Washington DC office of Gibson Dunn. He has argued more than 80 appeals in the federal courts, including in all thirteen circuits as well as the United States Supreme Court. Mr. Dupree previously served as the Principal Deputy Assistant Attorney General at the U.S. Department of Justice. While in private practice, Mr. Dupree has represented President George W. Bush in Bush v. Gore, and New England Patriots quarterback Tom Brady in challenging his Deflategate suspension. Mr. Dupree is nationally ranked by Chambers and regularly appears as a legal analyst on Fox News and MSNBC.


Kevin D. Dykes
Chester County Sheriff's Office

Kevin D. Dykes is Chief Deputy and second in command for the Chester County Sheriff's Office. Prior to being appointed Chief Deputy by Chester County Sheriff Fredda Maddox he was Chief of Chester County Detectives under outgoing District Attorney Tom Hogan—and served with the Chester County Detectives since 2001. In 2012, he was promoted to the rank of Lieutenant, as 2nd in command, overseeing the day-to-day operations of the Major Case Unit, Drug Organized Crime Unit, Child Abuse Unit and Computer/Crime Scene Forensic Units. In 2016, he was promoted to the rank of Chief of the Chester County Detectives. Chief Dykes is a graduate of the FBI National Academy, Session 268. He brings to the Sheriff's Office more than thirty-seven years of law enforcement and leadership experience Chief Dykes, a respected member of the law enforcement community, is committed to helping lead the Chester County Sheriff's Office with accountability and oversight.


John P. Gonzales
Marshall Dennehey

John P. Gonzales is a shareholder in the Philadelphia office of Marshall Dennehey Warner Coleman & Goggin. He practices in the areas of civil rights, municipal liability, school claims and employment law. John has represented police officers and public officials in state and federal court in all aspects of civil rights litigation including claims involving use of force, wrongful arrest and land use. In addition, John has represented public and private employers in wrongful discharge, employment discrimination and defamation claims from administrative proceedings through trial. John has tried dozens of cases in state and federal courts and argued cases before the Third Circuit Court of Appeals. In addition to his trial work, John has presented numerous seminars to police departments law firms and government agencies in the areas of police practices, civil rights issues and municipal liability. He has consulted with police departments concerning the development of policies and procedures and provided advice and guidance to employers concerning employment-related matters. John received his juris doctor from Temple University School of Law, where he was a member of the Moot Court Honor Society, and graduated from the University of Scranton with a Bachelor of Arts in history and philosophy and a Master of Arts in history. He is admitted to practice in Pennsylvania and the U.S. District Courts for the Eastern and Middle Districts of Pennsylvania and the Third Circuit Court of Appeals.


Ashley Hardesty Odell

Ashley Hardesty Odell focuses her practice on labor and employment law, and enjoys counseling and advising employers on many workplace issues, including discrimination and harassment, wage and hourly issues, employee handbooks, workplace safety and employment agreements. She has experience litigating many types of matters in both state and federal courts. She continues to manage other litigation matters involving business disputes, commercial collections, construction litigation, property damage and personal injury defense. Her strong evaluation, management and advocacy skills allow her to routinely resolve her clients' disputes efficiently, avoiding unnecessary litigation costs. She serves as practice group leader for litigators in the firm's Morgantown, Wheeling, Southpointe and Martinsburg offices. She also leads both the firm's Insurance Defense Group and the Extracontractual/Bad Faith and Coverage Team. She was a co-author of the West Virginia section of DRI's 2015 State by State Insurance Bad Faith Law Compendium. She is also a member of the firm's Recruiting Committee. She has served as president of the Monongalia County Bar Association, and is a graduate of Leadership Monongalia. An active member of her community, Ashley is involved with many civic and professional organizations, including the North Central West Virginia Society for Human Resource Management, the WVU College of Law Visiting Committee, the Defense Trial Counsel of West Virginia, DRI, the Morgantown Area Chamber of Commerce and United Way of Monongalia and Preston Counties.


John J. Hightower

John J. Hightower is one of the most experienced local government lawyers at Olson & Olson. After graduating with honors from the University of Texas Law School in 1978, John joined the City of Houston's Legal Department where he began his career as an Assistant City Attorney. During his 13 year career a the City Legal Department, John served in a variety of position including as Chief of the Litigation Section from 1987 to 1991. He joined Olson & Olson in 1991 where he served as Managing Partner from 2012 to 2017. Throughout his career, John has spoken on local government law and litigation issues at educational programs sponsored by a number of legal and local government organizations, including the International Municipal Lawyers Association, the Texas City Attorneys Association, the Texas Municipal League, the State Bar of Texas, the University of Texas, the Center for American and International Law, and the Public Risk Management Association.


Allison Killian
Olson & Olson

Allison Killian is an associate in Olson & Olson, LLP's municipal litigation practice group. Her practice focuses on local government defense, and she has represented clients at both the trial and appellate level in cases involving complex land use and regulatory taking claims, breach of contract claims, civil rights claims, challenges to local regulations, zoning disputes, First Amendment claims, Texas' anti-SLAPP statute, annexation disputes, code enforcement, due process claims, claims of Texas Open Meetings Act violations, and others. She has also initiated litigation for municipal clients in breach of contract disputes. Allison is licensed to practice in both Texas and California. Prior to joining Olson & Olson, she practiced commercial litigation in California, where she participated in all aspects of litigation practice from case initiation to settlement, including multi-million dollar business disputes. She graduated first in her law school class as the Class of 2014 Valedictorian, and earned multiple scholastic awards, including eight CALI awards. Before becoming a member of the bar, Allison served as a judicial extern to the Hon. John L. Flynn III. Prior to law school, Allison worked in the commercial real estate industry with CB Richard Ellis.


Carlos Lara
Nashville Police Department

Carlos Lara, Commander, began his career with the Metropolitan Nashville Police Department in 2008. After promotion to Sergeant in 2014, he was assigned to the Central Precinct midnight shift and then to the Office of Professional Accountability where he investigated complaints against Department personnel. With a promotion to Lieutenant in 2016, he would serve as the South Precinct midnight shift detail Commander. He was then assigned to the Special Investigations Division's Narcotics Section where he supervised the Narcotics Unit, Interdiction Unit, Major Case Task Force and the DEA Task Force. Also in 2016, Carlos was appointed by the Chief of Police as a temporary Field Supervisor during the weekend and midnight hours.Carlos was promoted to Captain in 2019 and served as a fulltime Field Supervisor during the overnight hours, providing command level oversight to all department operations. He was subsequently appointed the Chief Diversity Officer (CDO) in the Chief of Police's office by Chief of Police John Drake. He was also appointed the Departments first liaison to the Metro Nashville Community Oversight Board, where he works closely with the Boards directors and members. In 2021, Chief Drake promoted Carlos to Commander of the Office of Community Outreach and Partnerships, where he currently serves.


Jon Loevy

Jon Loevy is one of the most successful trial lawyers in the United States. He has won jury verdicts of at least a million dollars at more than 20 separate jury trials, nearly all in cases involving extremely challenging fact patterns. More than a dozen of his jury verdicts exceeded $5 million, and five separate times he was won jury verdicts of at least $20 million. Loevy's largest jury verdict was $100 million in Cook County. David J. MacMain is the Managing Partner of MacMain Connell & Leinhauser LLC, in West Chester, Pennsylvania. David is the former Chair of DRI's Governmental Liability Committee. His practice focuses on defending public entities in civil rights, employment and school claims, and is often specially retained to defend high profile cases throughout the country. David has tried over 150 cases to verdict, been named a "Pennsylvania Super Lawyer" in the field of Civil Rights each year since 2006, and is rated "AV" Preeminent by Martindale-Hubbell. David serves as Solicitor to the Chester County Sheriff's Office. Prior to his legal career, David served as a Pennsylvania State Trooper.


Fredda Maddox
Chester County Sheriff's Office

Fredda Maddox made history on January 2, 2020, as the first African American sheriff to be sworn in Chester County since the founding of the County by William Penn in 1682. Her career serving the public began in law enforcement and continued as an attorney. She is one of the first women who served as a Pennsylvania State Trooper in Chester County. Her career advanced as she subsequently was hired by the Pennsylvania Office of the Attorney General, where she served as a Narcotics Agent in the Bureau of Narcotics. Sheriff Maddox later served in the Bureau of Criminal Investigations as a Special Agent. As a practicing attorney, Ms. Maddox joined the Defender Association of Philadelphia and, for more than a decade, advocated for abused and neglected children. She became a staff attorney at the Domestic Violence Center of Chester County, securing the protection of and providing a voice to victims of domestic violence. Her passion for advocating for children led to her appointment by the Chester County Court of Common Pleas to represent abused and neglected children throughout Chester County. Prior to becoming Chester County Sheriff, she served as an associate attorney at Rovito Law, LLC in West Chester, Pennsylvania, a highly regarded family law practice.


Paul V. Mullin
Sugarman Law Firm LLP

Paul V. Mullin is a partner with the Sugarman Law Firm of Syracuse, New York (since 1996). He is a former Onondaga County Assistant District Attorney (1985 to 1990) and is admitted to practice before all the New York State Courts, the U.S. District Court for the Northern and Western Districts of New York, the U.S. Court of Appeals for the Second Circuit, and the Supreme Court of the United States. A graduate of Siena College (BA Political Science), St. John's University (MA Public Administration) and Syracuse University College of Law (J.D.), Mr. Mullin's practice includes representing the State of New York, many county, city, town and village governments as well as their officials. He also serves as a lecturer to governmental agencies and lawyers on handling civil rights claims brought against municipalities.

Ms. Slaton's litigation experience includes complex class actions in both state and federal court. She is the Chair of Hall Booth Smith, P.C.'s Labor & Employment Group. She has extensive experience defending employers in individual and class action wage and hour, discrimination and harassment claims, as well as in arbitrations and mediations. She has argued in front of the California Court of Appeal, United States Eleventh Circuit Court of Appeal, and is a member of the bar of the United States Supreme Court. Craig M. Straw

Craig M. Straw, First Deputy City Solicitor, focuses on administrative oversight, professional guidance, and hiring and training of the Law Department personnel, including more than 210 attorneys. In addition, as First Deputy, Mr. Straw acts as a liaison between the Law Department and the Mayor's Office, City Departments and other governmental agencies. As the former Chief Deputy of the Civil Rights Unit for the City of Philadelphia Law Department, Mr. Straw uses his extensive trial experience to appear in court on behalf of the City on significant matters that could impact the operations of the City and its Departments.

Chief Ken Wallentine
West Jordan Police Department

Chief Ken Wallentine is the Chief of Police for the City of West Jordan. He is the former Chief of Law Enforcement for the Utah Attorney General, having served nearly four decades in public safety. Chief Wallentine formerly served as Bureau Chief of the POST Investigations Bureau and as Administrative Counsel for Utah Department of Public Safety. He is the President of the Utah Chiefs of Police Association and the Chair of the Salt Lake County Officer-Involved Critical Incident Investigation Board.

Monté L. Williams is a former state trooper, works to protect his clients at trial, managing litigation, negotiating settlements, conducting investigations, or partnering with them to find ways to avoid future problems. Monté collaborates with his clients long before litigation is a reality to protect them and fight for the best possible outcome. Monté is the head of Steptoe & Johnson's General Litigation Practice Group and the firm's Oil & Gas Emergency Response Team.

Edward M. "Ed" Yarbrough

Edward M. "Ed" Yarbrough began his legal career serving as an assistant district attorney. Three years later, he began working in private practice. Ed has been a successful trial lawyer in Nashville for more than 40 years. Today, Ed focuses his practice on defending major criminal cases. He also helps clients with government investigations, personal injury, dispute resolution, and civil litigation for plaintiffs and defendants. In 2007, Ed was appointed U.S. Attorney for the Middle District of Tn. He is well known for his time of service as a state and federal prosecutor. He believes some of, "The most satisfying experiences come from representing individuals whose lives and fortunes were on the line in court." Ed has tried more than 150 jury cases to verdict, including more than 40 homicide cases. He has served as both prosecuting attorney and defense attorney in matters involving white collar crime, wrongful death, personal injury, public corruption, and a variety of criminal charges at the state and local levels.


Jessica K. Young

Jessica K. Young joined ACH in 2005, managing the litigation of the largest jail health care provider in the U.S. In 2016, she became a Certified Correctional Health Professional with the NCCHC. In 2017, she was inducted into iBi Magazine's 40 Leaders Under 40. In 2019, she was voted onto the Board of Springdale Cemetery & Mausoleum – a National Historic Site. She also recently received the Peoria Area Chamber of Commerce and WEEK 25's 25 Women in Leadership Award.
